The Ministry of Development, Public Works and Housing (MDPWH) and the National Centre for Staff Training in Pre-University Education (NCTPE) are launching two grant schemes in order to prepare and deliver training courses to schools managers and teachers in rural areas.
The overall objective of the grant schemes is to "Improve access and participation in education and ensuring the quality of the education process and institutional management, increase the teaching - learning process, improve connection between the educational offer with the specificity of the community needs; improve teaching and material equipment; diminish school-drop out, stability of the labour work, decrease social mobility".
With the view to contribute to the achieving the overall objective, the following specific objectives have been established for the grant scheme:
Develop and consolidate the local capacity to deliver high quality training programmes in this field covering a diversified range of teachers as well as of managers from high schools in rural areas and ensure a country wide distribution of training providers,
Identify the necessary competences needed by teachers to stimulate the student's entrepreneurial spirit and development of their professional carriers, especially within and for the benefit of the local, rural communities.
Legal non-profit or profit, public or non-public Romanian entities can apply for financing, either by submitting a request as an individual applicant, or in partnership. These organisations can be: Teacher Training Houses, universities, foundations, professional associations, NGOs and other relevant training and consultancy organisations which have as their object of activity the training and professional development of teaching staff from pre-university education, as well as organisations/ institutions that implement international programmes Romania is affiliated with or programmes with international financing whose beneficiary is the Ministry of Education, Research and Youth.
Eligible applicants need to propose professional training programmes for teachers or managers from rural high-schools that meet specific training needs and fulfills the conditions stipulated in the Applicants guidelines.
The grants will be available for continuous training programmes targeting school managers and teachers of 175 previously selected high schools in rural areas all over the country.
The applicants must propose training programmes for minimum 80 trainees and achieve minimum 90 transferable credits for all participants.
One applicant may submit more then one grant application, provided that they address different target groups and it may receive more than one grant if it proves that it has sufficient capacity to implement all of them.
The selected training programmes will be subject to accreditation before the signature of the contract.

1,800,000 Euro are available for the two grant schemes under Phare 2005 and 2006 yearly programmes, allocated between the two grant schemes, types of programmes and regions.

The grants will be between minimum 35,000 Euro and maximum 65,000 Euro, representing maximum 97 % of the total eligible costs of the proposed actions.
The balance (3%) must be financed from the applicant's or partners' own resources, or from sources other than the European Community budget or the European Development Fund.
The deadline for submission of proposals is July 23rd. 2007 at 16.30.
